It is made by Waterford and a part of their Period Piece Collection, made to the original designs of the 18th Century factory and reproduced from old working molds. It was a limited-release of, I believe, 150 pieces. Although it looks to be a vase, there are openings at both ends.

It's a punch cup filler. You lower the bulb end into the punch bowl, place your thumb over the opening in the top creating a vacuum, raise it up and over the cup, and release your thumb allowing the liquid to drain into the cup.
How totally cool...!!!!
